DESCRIPTION

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. JSI is currently seeking a Program Officer in Burkina Faso for the USAID-funded Country Health Information System and Data Use (CHISU) global cooperative agreement. This is a full-time position located in Ouagadougou, Burkina Faso.

CHISU is a project designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The project works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to : improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country’s own health trends and priorities.

The Program Officer will work closely with the Resident Advisor and Operations team providing support to the local Burkina Faso team, headquarters team, and country technical, finance and administrative staff to help ensure that CHISU functions efficiently in the areas of support of the project. The Program Officer will work under the supervision of the CHISU Resident Advisor in Burkina Faso.

RESPONSIBILITIES

• Serve as event coordinator, set up & organize meetings for JSI CHISU with key stakeholders and or with any other agencies or person if so requested, including organizing meeting spaces
• Maintain detailed & accurate record of meetings including agendas, meeting minutes, follow up/action points. Details of meeting held or canceled should also be maintained

• Deliver documents to all the interested parties & similarly receive documents from both external & internal parties
• Ensure that follow up of document approvals by concerned authority is done timely, consistently & keep supervisor updated as required
• Assist in preparing program communication correspondences, including formulating related documents/invitations/ToR’s as needed
• Work in teams with other JSI CHISU staff to ensure timely procurement of services and closeout of activities

• Ensure proper documentation is gathered and filed for financial settlement and other reporting requirements
• In coordination with the team, ensure effective tracking and documentation of project deliverables and follow up as needed
• Support preparation of reports and other relevant documents in either French or English

• Participate in developing and updating the project’s work plan
• Work with the project’s staff to ensure appropriate monitoring of project tasks and outcomes, including supporting the team and CHISU partners to ensure that performance indicators are developed and tracked
• Other duties consistent with the overall focus of the assignment as assigned by the Resident Advisor.

QUALIFICATIONS

• Master’s degree in Clinical Epidemiology, Public Health or Bachelors in Statistics or Quantitative Economics from a recognized university is required.
• An accompanying diploma/qualification (add-on) in monitoring and evaluation or program management and planning will be an added advantage.

• Two years of work experience, preferably with a USAID- funded program, are required.
• Ability to work independently with minimum supervision in a fast-paced environment is required.

• Excellent written and verbal communication, analytical, decision making, problem solving, and administrative skills are required.
• Computer skills included in MS Office (minimum of Word and Excel experience), and Internet are required.
• Skills in QuickBooks accounting software are preferable.

• Excellent organizational skills and attention to detail are required ; and
• Native/Fluent French and practical knowledge of English are required.
Salary commensurate with experience.
