The U.S. Mission in Ouagadougou, Burkina Faso is seeking eligible and qualified applicants for the position of Public Health Specialist (Senior Laboratory Advisor) in the Centers for Disease Control and Prevention (CDC) Office.

SALARY : *Ordinarily Resident (OR) : CFA 22,419,268 p.a. (Starting Salary)
(Position Grade : FSN-11)

BASIC FUNCTION OF POSITION :

Job holder serves as a senior scientific and technical advisor to agency officials, host country Ministry of Health, implementing partners and non-governmental organizations (NGOs) in the planning and strengthening of laboratory programs and activities. Responsibilities include program development, monitoring, reporting and close collaboration with partners to ensure that all research and analysis in laboratories are carried out in accordance with program objectives and internationally recognized best practices.

Partners include other agencies, host government ministries including civilian and military hospitals, International Organizations (IO) and Non-Governmental Organizations (NGO) involved in treatment of HIV/AIDS and other diseases in country.

QUALIFICATIONS REQUIRED :

1. EDUCATION : Minimum of master’s level degree or host country equivalent in laboratory science, medicine, biology, microbiology, immunology, or chemistry is required.

2. EXPERIENCE : A minimum of five years of work in public health laboratory testing procedures and systems is required. One additional year of managerial experience is preferred, but not required.

3. LANGUAGE : English (Fluent) Written/Speaking/Reading is required. French (Fluent) Written/Speaking/Reading is required. This may be tested.

4. SKILLS AND ABILITIES : Strong oral and written communications skills are required. Ability to analyze, understand and discuss new program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis, and reports.

Ability to lead project teams and workgroups and to develop effective working relationships with national and international working partners is required. The incumbent will be expected to exercise ingenuity and tact in applying guidelines to unique and different settings, as the work is highly complex and can be threatening to stakeholders.

The ability to influence and persuade others will be required to work collaboratively with organizations engaged in laboratory programs to adopt appropriate strategies for their program activities and to coordinate with partners on national strategic planning for laboratory programs.

Intermediate user level of word processing, spreadsheets and databases is required. Ability to review country laboratory procedures against accepted/approved protocols and develop programs’ strategies to ensure consistency, effectiveness, and efficiency.

Ability to develop major initiatives including the country program planning of CDC supported cooperative agreements for HIV laboratory activities throughout the host country. Familiarity with Microsoft Office applications, including Word, Excel and PowerPoint is required. Ability to plan, oversee and monitor complex HIV and other infectious disease laboratory programs and activities at the national and local levels.

Must understand the complexities of a national tiered laboratory system and how the laboratories should be managed at the various levels and what the responsibilities are at those levels. Acquire diplomatic skills to resolve differences in approach between local government policies and program principles and priorities as well as re-direct partner practices to conform to established standards. This may be tested.

5. JOB KNOWLEDGE : Comprehensive knowledge and experience in advanced laboratory techniques is required including comprehensive knowledge of procedures for laboratory diagnostics and associated technologies. Thorough public health knowledge of current communicable disease issues is required.

Comprehensive knowledge of the host government laboratory facilities, health care system and structures including familiarity with Members of Household (MOH) policies, program priorities and regulations is required.

Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities and overall administrative requirements, budgeting, and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required administrative requirements, budgeting, and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required.

The incumbent must have an in-depth understanding of the structure and functions of the laboratory program, including detailed knowledge of the agency’s role and function, including detailed knowledge of the agency’s role and function in support of participating agency and USG policies, guidelines, and procedures for administration of grants, contracts and cooperative agreements, and intra-agency procedures for coordination with agency headquarters and embassy management.
