The U.S. Mission in Ouagadougou, Burkina Faso is seeking eligible and qualified applicants for the position of Supervisory Realty Assistant in the General Services Office.

Opening Date : December 27, 2023
Closing Date : January 10, 2024

Work Schedule : Full-time (40 hours/week)
SALARY : *Ordinarily Resident (OR) : CFA 14,288,028 p.a. (Starting Salary)
(Position Grade : FSN-08)

BASIC FUNCTION OF POSITION :

Supervises all aspect of the Housing & Leasing team within the General Services Office. Responsible for daily work of two team members who manage the Embassy’s housing portfolio, to include finding new housing and negotiating long-term leases with landlords to maintain and housing stock commensurate with the Embassy’s staffing levels. Incumbent also manages the team’s oversight of lease payments, and lease renewals and negotiations. Makes recommendations to the General Services Officer (GSO) regarding new housing possibilities within Ouagadougou. Leads Housing & Leasing’s role within the Embassy’s Inter-Agency Housing Board (IAHB) making housing recommendations for incoming personnel. Incumbent is also responsible for tracking and managing team member performance with regular evaluations and makes recommendations for awards and/or discipline when required. Works closely with his/her supervisor to coordinate the tasks and responsibilities of the various personnel responsible for preparing residences in between occupants, a process known as "Make Ready.

QUALIFICATIONS REQUIRED :

1. EDUCATION : University degree in Business Administration, Real property Management, Architecture, Law, or Economics is required.

2. EXPERIENCE : Minimum of 3 years’ experience with real estate related activities in a professional office atmosphere is required. This includes inspecting potential residences for occupancy, lease negotiations with landlords, maintaining relationships, and holding landlords accountable for contracting service providers for necessary repairs and maintenance.

3. LANGUAGE : English - Good working knowledge Reading/Writing/Speaking is required. French- Good working knowledge Reading/Writing/Speaking is required. This may be tested.

4. SKILLS AND ABILITIES :

• Incumbent should be able to : 1)Identify suitable, high-quality housing options, 2)Negotiate long-term residential leases (or other such binding contracts), 3)Apply basics concepts/tools for effective Project Management, 4)Work with little or no supervision while displaying initiative and resourcefulness in the performance of duties, 5)Perform tasks under pressure and short deadlines, 6)Skillfully use Microsoft Office applications, 7)Monitor, evaluate, motivate, and discipline team members of varying skills and abilities,8) Utilize modern technology and telecommunication platforms to ensure seamless coordination and operation of team performance. 9) determine fair market value rent for residences of various sizes. Ability to use computer and Microsoft packages like excel, word or outlook. Incumbent must have a valid, current license for Category C. Must have had a valid driver’s license for a minimum of five (5) years. This may be tested.

5. JOB KNOWLEDGE :

• Incumbent must have :

- Knowledge of the Burkina Faso housing market, to include past performance and how events such as currency devaluation and COVID-19 have impacted availability, occupancy rates, and neighborhood trends.

- Knowledge of the structure, execution of, and maintenance of leases or other such binding contracts.
