POSITION TITLE : Communication Specialist (Consultant)
NAME OF THE PROJECT : USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project Burkina Faso
Position type : Part-time consultant
Duty station : Office in Ouagadougou, Burkina Faso, with intermittent travel throughout the country as needed
Supervision : The Communication specialist will report to the GHSC-PSM Burkina Faso Country Director.
Start date : January 8, 2024 – September 30, 2024 (90 days).
Introduction
The overall goal of the USAID Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project is to ensure the uninterrupted supply of health commodities in support of U.S. government-funded public health initiatives worldwide. The project provides direct procurement and supply chain management support to the President’s Malaria Initiative (PMI), the President’s Emergency Plan for Malaria (PEPFAR), the USAID Family Planning and Reproductive Health Program, and the Maternal and Child Health and Nutrition Bureau. To support USAID’s global health initiatives, GHSC-PSM provides a broad range of health commodity procurement and systems strengthening technical assistance services, which target all elements of the health supply chain.
At the national level, GHSC-PSM supports national strategies and priorities that fall within the following three objectives :
Global product sourcing and logistics
Technical assistance for strengthening systems.
Global collaboration to improve long-term availability of health products.
In Burkina Faso, GHSC-PSM provides technical assistance to several entities of the Ministry of Health, associations and non-governmental organizations, social marketing programs, at the community level and collaborates closely with them.
The main objective of the 2025 National Health Development Plan (PNDS) of Burkina Faso is to improve the health of the population and to achieve this objective, the plan emphasizes the following areas :
Promotion of the private health sector
Availability and accessibility of quality health products at all levels of the health system, including in the private sector and at the community level.
Beginning in FY23, USAID is purchasing Family Planning commodities through GHSC-PSM for distribution directly to non-governmental health facilities and community health workers in areas where USAID- funded implementing partners provide support. GHSC-PSM works with ABBEF for the storage and distribution of these products.
Being in its last year of implementation, the GHSC-PSM project is looking for a talented candidate to work on articles, reports, success stories, etc.
Main duties and responsibilities
Under the supervision of the Country Director, the Communication Specialist will be responsible for formulating communication and social mobilization strategies in accordance with USAID communication protocols as well as Chemonics. He/She will develop and implement action plans as part of the overall business strategy. His/Her work will consist of :
• Lead the development and implementation of the project’s communication and knowledge sharing strategy.
• Adhere to GHSC-PSM’s branding guidelines and communications protocols and USAID approval processes.
• Work closely with technical and monitoring and evaluation teams to identify data, stories, and articles for communications materials.
• Keep informed of all important issues in the health sector in Burkina Faso and the project strategies and methods, programs and activities, results, and achievements, as well as best practices, lessons learned and successes, so that the project’s communication is rich, diversified, and well-founded.
• In collaboration with the monitoring/evaluation advisor and other technical staff, write a success story per month. The management team will provide a list of stories to pursue.
• Manage the process of distributing communications materials so that the right information reaches the right audiences at the right time.
• Assist project personnel in maintaining effective communication with USAID, the Ministry of Health, other partner organizations and stakeholders, including responding in a timely manner to requests for information.
• Assist GHSC-PSM staff in the effective use of images in different presentations
• Work with GHSC-PSM headquarters Knowledge Management & Communications (KMC) team to share photo assets and ensure they are uploaded into the project’s photo library’’.
• Work closely with the local project office and the KMC team at project headquarters to support GHSC-PSM communications activities.
• Carry out any other task assigned by the Country Director.
Required skills and qualifications.
• Bachelor’s/master’s degree in communications, public health, knowledge management, international development, or a related field.
• At least five years of experience in a similar communications function within international development organizations.
• Experience working in international public health programs strongly preferred.
• Technical experience interacting with the US Government (particularly USAID), including three years of experience working with US Government funded organizations.
• Demonstrated ability to organize, summarize and rewrite technical information for non-expert audiences.
• Excellent oral and written communication skills in English (written examples will be requested), facilitation and negotiation skills.
• Experience in leading communication workshops and training.
• Familiarity with social media.
• Ability to work independently, take initiative and use good judgment.
• Proven ability to work effectively in a team in a multicultural context.
Duration of assignment
This is a 90 days fixed-term position.
