Chine-Burkina Faso : « Donner du poisson et apprendre à pécher », la vision stratégique selon l’ambassadeur LI Jian

Leiw : You say, ’We want to create things for ourselves. We need partners who can help us improve our means of production. We need partners with whom we can work and establish a win-win relationship. We don’t need a relationship that tells us what to do.
And I tell you that Africa did not need this type of partnership with the new colonization which does not say its name to succeed. The African continent is potentially rich in nature with frames whose heads are full of gray matter. Unfortunately our executives lack innovation to take off the continent and put it into orbit among the world’s super powerful.

When China, whom I know well who swore in the 1972s to wake up and shake the world, it didn’t need any partner, but simply innovations to the dust and sweat of its people. I had the opportunity to stay in Taiwan during our revolution, and as a technician and technical development advisor, I swore that if the others succeed with little, why not us ? I participated with the first numerically controlled machines for the rectification of mechanical parts to be cited only in the workshops of our army and others. I put all of myself into the training centers. Because, I said to myself, if man went from gathering and fishing to achieving a social life dominated by technology as we understood the Taiwanese people very quickly, it is only by work without which progress is not possible for humanity.

Few technicians like me in Burkina have understood that the development of a country requires training. In China every two minutes a Chinese person goes out to train with something. And I am not ashamed to say that if Africa is the continent that extends its hand more than being a continent of innovation, it is because our society is cluttered with parasites, lazy people who live only corruption and doing nothing.

The best way to distribute wealth is to allow people to co-manage their land with those who have the capacity to develop it. However, God in his infinite goodness endowed Africa with all the riches, a scandalously rich underground, a vast and fertile and well watered soil, a superb permanent summer climate, a generous sun, and finally a young people and hardworking. The only problem is politicians, greedy and poverty and misery of mind like no other. Here is where the real problem of Africa lies. For centuries, all discoveries and global change have been in favor of Africa. But the evil that eats away at us with our politicians, prevents Africa from taking the best opportunities from these changes. When it came to biofuels, Africa was in the best position. Similarly in terms of solar energy, Africa is even better placed. With the land rush, Africa still has the best assets. If we had rulers concerned with the future of their peoples, there is here matter for development with the land. The Chinese will only come to Burkina to beg for a piece of land to grow rice. Thus, instead of making long-term leases of misery, just for a few commissions paid as bribery to our leaders, we could have imposed compulsory joint-venture formulas with foreign firms in search of land.

And my question my friend Leiw, ‘’ ’’ Can Africa skip steps to accelerate its development and establish itself as the kingdom of innovation ? This question is old as the creation of the old continent called (Africa
You say : We Africans distrust everyone because we have gone through hell with our classic partners. Therefore, we are wary of YOU (China) because we know that your government is too close to our traditional partners who think that we are still their children. My dear friend Leiw, the Chinese know it before ourselves.
You also say to His Excellency the Chinese Ambassador to Burkina : "Please tell all the Chinese that we Africans are not the enemies of the Chinese. Please tell the Chinese to stop taking the hooks that their classic partners throw at them using the African as bait. My dear friend, it is we Africans, especially our leaders who are stupid, and behave like good fish for the Chinese.

Conclusion my dear friend, Let’s first learn from what is happening in our country and which concerns us directly rather than wanting to cultivate analogy and amalgam without reason from other countries. Let us be objective, aware and responsible.
