Project Summary

The upcoming 5 five-year Integrated Health Services (HIS) Activity seeks to contribute to the Government of Burkina Faso’s overarching goal of improving the health and well-being of the Burkinabe population. This includes reducing the burden of malaria through the President’s Malaria Initiative (PMI) and strengthening the national health system to ensure that it is prepared for effective prevention, detection and response to public health threats under the Global Health Security Agenda (GHSA) programs.


Chief of Party (COP)

Palladium is recruiting a Chief of Party for the upcoming 5 five-year IHS project in Burkina Faso. The COP shall provide overall leadership, program management and oversight, and serve as principal liaison to USAID and the Ministry of Health (MOH).

S/he will provide overall leadership, strategic guidance, vision, and management. Ensure the strategic and functional integration of all technical areas as well as collaboration with donors, other implementing partners, and counterparts.

Coordinate with other local USAID representatives, USG projects, as well as other development partners to ensure collaboration, integrated approach, and complementarity of the interventions to add value to the service delivery improvement and health systems strengthening.

Communicates/works with health sector leaders in Burkina Faso, including MOH, subnational health sector leaders, and key stakeholders at the national level.

Master’s Degree or higher in health, social sciences, international development, or in a related field.

At least 15 years of professional experience in at two or more of the following areas : reproductive health, family planning, maternal and neonatal health, child health, nutrition, or malaria ; with significant experience in project management and service delivery.

At least 5 years of experience in a senior management role for a complex health development program. At least 5 years of experience working in low- and middle- income countries (LMICs). Strong interpersonal, writing, presentation, and organizational skills required. Fluent writing, reporting, and presentational skills in French and English.

Deputy Chief of Party (DCOP)

Palladium is recruiting a Deputy Chief of Party for the upcoming 5 five-year IHS project in Burkina Faso The DCOP will support the COP with the overall managerial and technical leadership of the program, client relationship and reporting, personnel, stakeholders, administration, finance, and procurement.

Ensures the strategic and functional integration of all technical areas as well as strong collaboration with implementing partners (IPs) and local counterparts. With the COP, oversees the design, development, implementation, and monitoring and evaluation of the program’s multi-year strategy and annual work plans.

Responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID. Oversees project planning, contributes technical expertise as necessary to ensure project effectiveness, with a focus on results, quality, and financial accountability. S/he must have a Master’s degree in social sciences, international development, or a related field.

At least 10 years of professional experience in at two or more of the following areas : reproductive health, family planning, maternal and neonatal health, child health, malaria control and prevention, health systems strengthening (HSS), with significant experience in project management and service delivery. accountability, integrity, and ethical standards.

Monitoring, Evaluation, and Learning (MEL) Director

Palladium is recruiting a MEL Director for the upcoming 5 five-year IHS project in Burkina Faso The MEL will provide technical leadership to capture and communicate program results, as well as ensure high-quality, timely, valid and verifiable data collection, reporting and analysis.

S/he will link M&E data to a process of learning and iterative adaptation Provide technical leadership to capture and communicate program results, as well as ensure high-quality, timely, valid and verifiable data collection, reporting and analysis. S/he will link M&E data to a process of learning and iterative adaptation.

Develop and implement a framework for project results measurement, accountability, learning and development effectiveness to measure and report project success, including articulation of Theories of Change (ToC). Supports prioritization and regular use of health information by MOH and subnational health sectors, leveraging routine information systems to the extent possible, and supports prioritization of indicators and strengthening of data for effective governance, coordination, and accountability of health services by MOH and subnational health sectors.

Provides leadership and technical oversight, support, and direction on performance monitoring across all operational components of project. Oversees and advises on information management processes by reviewing data collection efforts, overall data reliability, consistency, quality, and reporting. Bachelor’s degree in M&E, Statistics, Economics, or related field ; Master’s degree preferred.

Demonstrated experience in gathering, organizing, and analyzing large amounts of data as well as the ability to design manageable, transparent M&E systems that report progress against indicators throughout the life of the project. Prior experience developing, implementing and managing performance monitoring plans (PMPs). Strong understanding of USAID regulations and M&E reporting requirements, preferably in the health sector. Strong interpersonal, writing, presentation, and organizational skills required. Fluent writing, reporting, and presentational skills in French and English.

Finance & Administration Director (FAD)

Palladium is recruiting a Finance and Administration Director (FAD) for the upcoming 5 five-year IHS project in Burkina Faso The FAD will support the COP and DCOP in management of project finance and administrative components and work with the US-based country management support team to ensure the project follows good finance and management practices in compliance.

S/he will provide overall management of administrative operations, including, logistics, procurement, budgeting, finances, human resources, information technology, property, and security. Oversee sound and effective systems for project administration and operations, including grants, subcontracts, procurement, and compliance. Support the COP and DCOP to maintain effective working relationships with donors and key government officials related to finance and operations.

Support the annual workplan process and other strategic planning processes. Coordinate budgeting processes for program activities and conduct continual analysis and planning of operating, staff, and external project expenditures. Manage the procurement, including negotiating competitive prices and documenting decision-making processes in accordance with the operations manual and best practices.

S/he will oversee financial operations and tasks, such as accounting, procurement, etc. according to USAID and USG procedures, rules, and regulations, and will supervise the accounting team to coordinate reporting activities. Master’s degree in a related field (business, finance, economics, etc.). S/he must have at least 7-10 years of experience managing finance, administration, and operations activities for complex and large-scale donor funded programs.

Demonstrated experience with and understanding of USG and USAID financial procedures, rules, and regulations. Strong interpersonal, writing, presentation, and organizational skills required. Fluent writing, reporting, and presentational skills in French and English.
