PROGRAM ASSISTANT / INL ASSISTANT
The U.S. Mission in Ouagadougou, Burkina Faso is seeking eligible and qualified applicants for the position of Program Assistant/INL Assistant in the Political Section.
Opening Date : October 01, 2019

Work Schedule : Full-time (40 hours/week)
SALARY : *Ordinarily Resident (OR) : CFA 12,884,788 p.a. (Starting Salary)
(Position Grade : FSN-08)

ALL ORDINARILY RESIDENT (OR) APPLICANTS (See Appendix for definition) MUST HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS TO BE ELIGIBLE FOR CONSIDERATION.

BASIC FUNCTION OF POSITION :

This position is located in the Political Section and is one of three individuals that represents the U.S. Department of State International Narcotics and Law Enforcement (INL) Bureau in Burkina Faso. S/he reports directly to the Political Officer/INL Coordinator and works closely with the INL/POL Assistant. S/he provides logistics, administrative, financial, and reporting assistance and management responsibilities for a portfolio of INL activities. S/he is responsible for facilitating and organizing INL trainings, building working-level contacts with Burkina Faso leaders in the criminal justice sector, taking notes and writing read-outs in English to be read by Washington and the Front Office.

QUALIFICATIONS REQUIRED :

1. EDUCATION : Bachelor’s degree in law, logistics, economics, history or geography is required.

2. EXPERIENCE : Minimum of one-year experience in handling programs, logistics, and administrative support is required.

3. LANGUAGE : Level IV (fluency) in writing/reading/speaking French is required.
Level III (Good working knowledge) in writing/reading/speaking English is required. These may be tested.

4. SKILLS AND ABILITIES : Must pay attention to detail and be meticulous. Ability to juggle multiple competing deadlines and priority, and multiple step process. Must communicate with objectivity on the status of INL programming with contacts and Embassy leadership, including the INL Coordinator, and the Ambassador. Must have excellent interpersonal skills to interact with high-level and low-level members law enforcement and the justice sector who participate in INL trainings. Must be able to use software and different computer programs. These may be tested.

5. JOB KNOWLEDGE : Understanding of Burkina Faso’s justice sector ; knowledge of the functions of various Burkinabe government agencies, how they are set up, their complexities and thorough understanding of acts/laws enacted to set up the various agencies. Must have a comprehensive understanding of U.S. foreign policy and assistance objectives.
