The U.S. Mission in Ouagadougou, Burkina Faso is seeking eligible and qualified applicants for the position of Financial Management Analyst in the Financial management Section.

Work Schedule : Full-time (40 hours/week)
SALARY : *Ordinarily Resident (OR) : CFA 12,884,788.a. (Starting Salary)
(Position Grade : FSN-08)

ALL ORDINARILY RESIDENT (OR) APPLICANTS (See Appendix for definition) MUST HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS TO BE ELIGIBLE FOR CONSIDERATION.

BASIC FUNCTION OF POSITION :

The position is located in the Financial Management Office (FMO) of the U.S. Embassy, Ouagadougou and reports to the Senior Financial Specialist. Incumbent analyzes and reviews the validity of funding authorizations (various obligating documents) for 14 State Post Held Agencies and 3 Post Serviced Agencies by ensuring valid obligations are processed completely and accurately so funding is available for obligation within the appropriate system. Job holder is responsible for maintaining the status of funds summaries showing available funding at a requested point in time for the listed appropriations. S/he has responsibility for the financial planning and budget formulation and execution for specific appropriations as directed by the Senior Financial Specialist. The incumbent acts as the working level contact for the embassy’s primary local banks as well as the contact with vendors to ensure bank accounts are correct within all financial system to ensure successful payment and also acts as liaison between Locally Employed Staff and CGFS – Charleston Financial Services for the embassy’s Prepaid Debit Card Program.

QUALIFICATIONS REQUIRED :

1. EDUCATION : University/College degree or technical degree in accounting, finance, business, statistics, mathematics or business management is required. Equivalent in host country would be BTS, DUT or DTS in listed fields.
2. EXPERIENCE : A minimum of five years of progressively responsible experience in budgeting, accounting, or other financial work is required.

3. LANGUAGE : Level III Speaking/ Reading /Writing of English is required. Level IV Speaking/ Reading /Writing of French is required. These may be tested.

4. SKILLS AND ABILITIES : Must have a valid driver’s license. Must have good eyesight agencies’ laws, regulations, and procedures relating to budgeting, accounting, and financial management is required. Full range of skills and abilities required in computing both procedural, technical, financial program planning and analysis budget work is required. Intermediate MicroSoft Excel skills are required as well as knowldege of all other Microsoft Suite applications. Must also have a thorough knowledge of the organization and functions of the major program areas of the embassy and/or associated agency/agencies served.Must possess a high level of interpersonal skills in order to be able to gain acceptance of recommendations relative to budget management issues. Must possess high level of skill in articulating (orally and in writing) complex issues and relationships between functions/programs/projects and funding options. Must be able to accurately enter data into computer software. These may be tested.

5. JOB KNOWLEDGE : Must be able to relate funds management with mission, programs, and projects of the post. Must be able to understand budget management implications of changes of priorities, tempo, and direction of programs and projects and be able to recommend appropriate adjustments to financial plans. Must be able to relate changes to funding levels brought about by reductions/increases in allotments due to cuts, variations in exchange rates, increase cost of material and labor, and advise appropriate management officials of program implications.
