The assignment will require one overall evaluation team with consultants based in all 4 countries, and global consultant(s) coordinating the work in all 4 countries, in addition to the work at global level.

Broad Objective

The overall objective of the study is to evaluate the impact of the project implementation on increasing rural women’s jobs and income in the Sustainable Energy sector, improving rural women’s working, living conditions and well-being, and strengthening women’s social status.

Specific Objectives of the Assignment

The following specific objectives will be sought :

 Assess the overall achievements against targets for all the indicators in the Log frame.

 Determine the qualitative changes in the communities the project was implemented in including social and behavioral change (focus on shifts in power structures and norms)

 Assess the overall performance of the project (while focusing on interventions)
 Review functionality and performance of Women Led Sustainable Energy Enterprises (WLSEEs).

 Based on the findings, to provide key recommendations to CA that will inform the management and implementation of future projects.
