U.S. Mission in Ouagadougou is seeking eligible and qualified applicants for the position of Development Assistant Specialist in the Millennium ChallengeVACANCY ANNOUNCEMENT # 19-052-RA1 MCC - DEVELOPMENT ASSISTANT SPECIALIST ALL ORDINARILY RESIDENT (OR) APPLICANTS (See Appendix for definition) MUST HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS TO BE ELIGIBLE FOR CONSIDERATION. BASIC FUNCTION OF POSITION : This position is in the Millennium Challenge Corporation (MCC) Section, US Embassy Ouagadougou, Burkina Faso and reports directly to the MCC Resident Country Director (RCD). The Development Assistant Specialist performs a variety of important programmatic assignments and is responsible for : (i) assisting the MCC Country Team with the design of a successful second compact ; (ii) representing the MCC Country Team on the ground, as agreed upon with the RCD ; (iii) where applicable, put in place project management and quality assurance tools for the development and implementation of a second compact. The Development Assistance Specialist serves as the senior LE Staff specialist within the MCC-Burkina Faso Country Team, and as part of the larger MCC Burkina Faso Country Team of approximately two dozen people who are based in Washington, DC. She/he contributes to the development of, and oversight on a wide range of technical project activities and policies, and, where relevant, program planning and other complex issues related to the development and later implementation of a second compact with Burkina Faso in the electricity (power) sector, including political and institutional reforms, infrastructure rehabilitation and improvements, and improving electricity access. Within this context, the Development Specialist works daily with the MCC Country Team. Additionally, the Development Assistance Specialist, along with the MCC Administrative Assistant, serves as the primary liaison between the U.S. Embassy staff and the MCC staff for administrative, logistical, office management and financial management matters. The incumbent is responsible for creating effective working relationships with MCC Washington staff, the Compact Formulation Unit (UCF) and relevant government officials in Burkina Faso, the donor community, key stakeholders throughout Burkina Faso, and other organizations interested in partnerships with MCC and the Government of Burkina Faso for the successful development and implementation of a second compact. The position is a one-year term appointment, with possible renewal, not to exceed five years. QUALIFICATIONS REQUIRED : 1. EDUCATION : Master degree in any of the following areas : energy, engineering, international relations, economics, management or environmental sciences is required. 2. EXPERIENCE : A minimum of five (5) years of work experience related to economic development, strategic planning, program design, budgeting, analysis and reporting to include experience collaborating with GOS agencies and international organizations, local or international NGO’s and/or foreign investors. Also, experience in negotiating and managing complex activities in team setting is required. 3. LANGUAGE : IV (fluency – speaking/reading/writing) in English and French is required. These may be tested. 4. SKILLS AND ABILITIES : Ability to be a proactive doer/fixer, organized, politically savvy and diplomatic. Ability to interpret data and prepare a variety of analytical reports regarding implementation and impacts of investments and/or assistance are required. To apply accounting and budget principles is required. Ability to interpret extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to prepare and maintain financial, budgetary, economic, and/or technical analyses and evaluations. Ability to negotiate and manage complex activities in a team environment. Ability to communicate effectively, both orally and in writing, as-well-as the ability to develop and maintain and engage a broad range of contacts in the public and private sectors as-well-as within key US Embassy posts. Data management and analysis skills, including computer literacy with knowledge of the design and use of spreadsheets, basic database functions, and word processing. Intermediate user level of word processing skill and keyboarding skills. The ability to work independently and to assume new and increasingly challenging tasks is required. These may be tested. 5. JOB KNOWLEDGE : Must have good working knowledge of economic development policies and practices ; knowledge of the principles, concepts and methodology involved in the development, implementation, management and evaluation of international development and/or investment programs/projects, in particular those involving large scale infrastructure investments.
