VACANCY ANNOUNCEMENT : SENIOR OPERATIONS OFFICER

2-year Term Contract/ Local Appointment / Location : Ouagadougou, Burkina Faso

The World Bank Group is seeking to hire a Senior Operations Officer who will be based in the country office in Ouagadougou and reports to the Country Manager. Under the leadership of the Country Manager, he/she will lead program monitoring and portfolio management, support the Country Manager in managing the relationship with government counterparts on operational and portfolio issues and provide operational support to task teams in Burkina Faso. He/she will closely coordinate with other members of the country management team in advancing Burkina Faso’s work program. He/she will contribute to ensuring strategic focus, integration, and consistency across and within the CMU portfolio. More specifically, he/she will undertake the following duties and responsibilities :

• Support the country manager in Strategy formulation and implementation ; provide assistance and guidance from programs design to completion and evaluation.

• Monitor the project portfolio and operational performance, quality, and trends, including ensuring compliance with Bank policies, reviewing Implementation Status Reports, Responsible for quality control functions, portfolio monitoring including preparation of monthly portfolio monitoring tables.

• Participate as a key team member of important strategic products/activities, such as the CPPR and budget work-program monitoring. Monitor implementation of recommendations from the periodic Country Portfolio Performance Reviews (CPPR), with special focus on portfolio-wide actions in the areas of FM, procurement, and M&E. Flags implementation issues for attention of clients and Bank management and takes a leading role in facilitating the resolution of cross-cutting portfolio issues on an on-going basis.

• Contribute to preparation of the CMU’s annual reporting, budgeting, and business planning, focusing on the Region’s performance indicators.

• Support to CM and Country Office : Review, comment on, and clear all out-going correspondence ; In coordination with the CM and the Resource Management team, monitor the implementation of the budget.

• As part of the overall portfolio management responsibility, the Senior Operations Officer will be expected to assist the CM in strengthening Bank’s partnership with the donor’s community.

SELECTION CRITERIA

• Minimum Education : MA/MS (in relevant discipline)

• Minimum of 8 years of relevant experience

• Proven ability to think independently and demonstrated political sensitivity and mature judgment, with an ability to interpret challenging socio-economic trends

• Excellent written and oral communications skills including the ability to draft concise reports and correspondence under tight deadlines, and the ability to communicate and defend orally and in writing difficult issues and positions to a variety of stakeholders, including government officials, and partners. Fluency in French and spoken and written English at an intermediate level are essential.
